百年來資本主義總體經濟活動乃自利價格機能驅動與運作,每個人追求自利經濟活動,而使總體經濟體可達到最大化利益;其概念源自總體經濟理論思想的先導是1776年3月,也就是美國獨立宣言發表的同一年,亞當史密斯(A.Smith)發表國富論(The Wealth of Nations),一國家如何獲取最大的經濟財富使國家富強,同時主張分工化理論,注重勞動市場分工會增加大量的生產,抨擊腐朽的政治限制,摒棄駁斥重農主義;認為國富論泉源是勞動、增進勞動生產力是分工、透過交換、商品價格及構成與交換媒介貨幣內容。

亞當斯密斯緣起自利的資本主義有總體經濟失靈(Economic market failure),百年來各學派理論主張都在自利動機資本主義範圍內,雖不斷修正與調整,無法解釋與解決所有經濟現象與問題,同時尚未跳脫以主張人類自利價格機能動機的經濟活動範圍的新思考概念與模式,面對21世紀更不確定的經濟環境與條件之新革命之理論之產生,都限定於傳統經濟理論定位與順理成章自利價格機能的束縛與限制,更好學說提供各國政府施政参考。
各學派對凱因斯理論路線與政策實施有市場失靈的現象,經濟學家提供新的理論與模式修正其市場經濟失靈現象。提供新的理論與方法平衡調和之新學派如下:
1.新凱因斯學派(Neo Keynes Ian)認為政府可以採總體經濟政策解決市場失靈問題。此學派為傳統凱因斯思想的主流。
2.後凱恩斯學派(Post -Keynesians)認為總體經濟市場經常有失靈現象,但可透過總體經濟政策加以解決,此派不同意新凱因斯學派的經濟模型,其特點主張所得政策(Income policy)及投資政策(Investment policy),自稱是凱因思想主流學派。
3.制度學派(Institutionalists)解決市場失靈以法律制度及社會制度,比自利的市場機能重要,主張政府必須採行經濟計畫。
4.激進學派(Raticals)強調資本主義終走崩潰主途,認為自利價格市場機能無法發揮調和平衡功能,進而主張馬克斯階級鬥爭.
5.其他還有⋯重貨幣學派(Monetarisms)、新興古典學派(New-Classicals)、理性預期(Rational Expectation)、供給學派(Supply-Sider)與奧地利學派(Austrians)。
首先提出(拋磚引玉)慈善經濟主義是2007年至今,強調利他慈善經濟概念與模式取代自利資本主義價格機能模式,從自利到利他經濟機能完全是革命性經濟概念與模式,目前以資本主義共行共融(自利+利他經濟主義)國家之政策配合,如果利他的社會使命企業佔多數,市場經濟失靈機率低,也是對百年來各學派經濟政策市場不失靈重要選擇路徑之一。

Adam Smith's spontaneous capitalism has its own economic market failure. For centuries, all theoretical arguments of the various schools are self-motivated within the scope of capitalism. Although they are constantly revised and adjusted, they can not explain and solve all economic phenomena and problems, At the same time, new concepts and models of economic activity advocating the motivation of human self-supporting prices have not been escalated. In the face of the more uncertain economic environment and conditions in the 21st century, the theory of a new revolution is confined to the positioning of traditional economic theory And the logical restraint and self-serving price function of self-interest, a better doctrine to provide reference for the governance of governments.
Each school has a phenomenon of market failure on the implementation of Keynes' theory lines and policies, and economists provide new theories and models to correct their market economy failures. New schools of thought that provide a new balance of theory and methodology are as follows:
1. Neo Keynes Ian argues that the government can adopt a general economic policy to solve the problem of market failure. This school is the mainstream of traditional Keynesian thought.
2. The Post-Keynesians think the general economic market is often at risk of failure, but can be solved through an overall economic policy that disagrees with the economic model of the New Keynesian school and which claims that the Income policy, And investment policy (Investment policy), claiming to be the mainstream school of thought.
Institutionalists (Institutionalists) to solve the market failure with the legal system and social system, more important than the market function of self-interest, advocated that the government must adopt economic programs.
4. The radical school (Raticals) stressed that capitalism will eventually collapse the main road, that the market function of self-serving price can not play the role of balance and balance, and then advocate Marx class struggle.
5. There are other ... Monetarisms, New-Classicals, Rational Expectation, Supply-Sider, and Austrians.
